انطلقت في العاصمة العراقية بغداد، الأحد، أعمال المؤتمر الثالث لمكافحة المخدرات، بمشاركة 12 دولة عربية وإقليمية ومكتب الأمم المتحدة، إلى جانب الأمين العام لمجلس وزراء الداخلية العرب محمد بن علي كومان.

وأشاد رئيس الوزراء محمد شياع السوداني خلال كلمته في المؤتمر، الذي يستمر يومين، بجهود التعاون الدولي التي أسفرت عن ضبط كميات كبيرة من المواد المخدرة.

وقال السوداني إن حكومته «عملت على تعزيز ورفع مستوى التعاون والتنسيق وتبادل المعلومات والخبرات، وتوقيع مذكرات التفاهم مع مختلف الدول؛ حيث جرى فتح 33 نقطة اتصال مشتركة مع عدد من الدول والمنظمات، وتوقيع 11 مذكرة تفاهم، كما بلغ مجموع الخطابات المرسلة 345 مخاطبة، وأكثر من 1299 معلومة متبادلة مع دول الجوار».

وشدد على ضرورة «مواجهة مخاطر المخدرات التي تُهدد المجتمعات والدول وتسبب الأزمات»، وكذلك على أهمية «التنسيق المشترك والعمل للحد من مخاطر المخدرات، وصولاً إلى تصفيرها، من خلال تطوير وسائل المواجهة في الحرب المستمرة ضد العصابات الإجرامية التي تتاجر وتورط أبناء مجتمعنا بهذا الوباء».

وأشار إلى أن حكومته عملت وفق «الاستراتيجية الوطنية لمكافحة المخدرات للسنوات (2023-2025)، وتعديل قانون مكافحة المخدرات لسنة 2017»، مضيفاً: «كما اتخذنا حزمة إجراءات وقرارات وتوجيهات لمكافحة المخدرات، فضلاً عن تشييد مصحات تأهيل للمدمنين في كل المحافظات، وأنشأنا 15 مصحة قسرية في بغداد والمحافظات لمعالجة المدمنين والمتعاطين، وهي تجارب رائدة على المستويين المحلي والدولي».

وعدّ السوداني أن خطر المخدرات والمؤثرات العقلية «لا يقل عن خطر الجماعات الإرهابية».

مساعي اجتثاث الآفة

وعانى العراق خلال السنوات الأخيرة جراء تفشي ظاهرة المخدرات، بعد أن كان قبل نحو عقدين دولة شبه خالية من هذه الآفة.

وسعياً للتصدي لهذه الظاهرة، يعمل العراق على تعزيز التعاون والتنسيق الإقليمي، وإشراك المجتمع الدولي في حربه على هذه التجارة العابرة للحدود، ويحرص على تبادل المعلومات ومراقبة الحدود ورصد شبكات التهريب.

وأعلنت وزارة الداخلية في نوفمبر (تشرين الثاني) الماضي عن تفكيك 1200 شبكة محلية ودولية للاتجار بالمخدرات، وضبط أكثر من 14 طناً من المواد المخدرة خلال السنوات الثلاث الماضية.

وغالباً ما كانت الحدود الشرقية مع إيران كبرى مناطق تهريب المخدرات بأنواعها إلى البلاد، إلى جانب الحدود الغربية مع سوريا؛ لكن عمليات التهريب تراجعت خلال السنة الأخيرة وبعد الإطاحة بنظام بشار الأسد طبقاً لبعض التصريحات الرسمية.

مجلس وزراء الداخلية العرب

وخلال المؤتمر، أكَّد الأمين العام لمجلس وزراء الداخلية العرب، بن علي كومان، عزم العراق على التعاون لمكافحة المخدرات، مشيداً بالتعاون الدولي من جانب وزارة الداخلية العراقية في هذا الصدد.

وقال خلال كلمته في المؤتمر: «إن انعقاد المؤتمر بنسخته الثالثة بعد نجاح النسختين السابقتين يعكس إرادة راسخة لدى العراق لتعزيز التعاون بين دول المنطقة والعالم في مواجهة آفة المخدرات، التي تمثل تهديداً للأرواح والصحة والتنمية، وتنخر اقتصاديات الدول، بما يصاحبها من فساد للأموال، إضافة إلى ارتباطها بالفساد وتمويل التنظيمات الإرهابية والجريمة المنظمة».

وأضاف أن وزارة الداخلية العراقية أبدت اهتماماً كبيراً بالتصدي لهذه الظاهرة، من بينها تنظيم فعالية مشتركة مع مكتب الأمم المتحدة المعني بالمخدرات والجريمة، لمناقشة ديناميكيات تهريب المخدرات عبر العراق والشرق الأوسط.

ورأى كومان أن العراق «شكَّل نموذجاً في التعاون الميداني، العربي والدولي؛ حيث فازت مديرية شؤون المخدرات والمؤثرات العقلية بالمركز الأول في المسابقة السنوية للأمانة العامة حول أفضل تعاون عملياتي في مجال مكافحة المخدرات على المستويين العربي والدولي».

وذكر أن الدول العربية «تظهر التزاماً متزايداً بمكافحة هذه الآفة».

وأشار كومان إلى أن العام الحالي «شهد تقدماً مهمّاً في مجال مكافحة المخدرات؛ حيث تم إعداد صياغة جديدة للاستراتيجية العربية لمكافحة الاتجار غير المشروع بالمخدرات والمؤثرات العقلية».

العمل الجماعي

من جهته، شدّد وزير الداخلية العراقي عبد الأمير الشمري في كلمته خلال المؤتمر على أن «مواجهة المخدرات تتطلب عملاً جماعياً»، وقال إن مكافحتها «مسيرة مشتركة تتجاوز الحدود».

وأضاف: «شبكات المخدرات تتطور بسرعة، وتستفيد من التطور التكنولوجي، والتجمع الدوري ضروري لمكافحتها».

وأكد أن مواجهة المخدرات تتطلب تنسيقاً دولياً، وضبط الحدود وتطوير التشريعات، وقال إن العراق «نجح في بناء منظومة متطورة في مجال مكافحة المخدرات».

وقال الشمري إن نتائج المؤتمرين السابقين لمكافحة الإرهاب «نجحت في وضع الأساس المتين لنموذج جديد في التعاون الأمني لمكافحة المخدرات، وهو نموذج يقوم على الشفافية والمسؤولية المشتركة والرؤية الموحدة لمصالح شعوبنا».

وأضاف أن التجارب الأمنية في المنطقة والعالم أثبتت أن مواجهة آفة المخدرات «ليست مهمة ظرفية، ولا نتيجة حملة مؤقتة، بل هي معركة مستمرة تتطلب متابعة دقيقة، وتقييماً دورياً».

وبحسب وزيرة اللجوء والهجرة، آنلين فان بوسويت، فإن المغرب يدرج لأول مرة في هذه القائمة، رغم الرأي السلبي الصادر عن المفوضية العامة لشؤون اللاجئين وعديمي الجنسية (CGRA).

وقالت: « توجد مؤشرات قوية توحي بأن المغرب يمكن اعتباره بلداً آمناً، لأن وضعية حقوق الإنسان فيه تحسّنت بشكل كبير خلال السنوات الأخيرة ».

وأضافت أن مواطني الدول المدرجة على قائمة البلدان الأصلية الآمنة يُفترض أنهم غير محتاجين إلى حماية دولية.
